Cancer Action Plan

Introduction

At the heart of the Kentucky Cancer Consortium is a document entitled the “Cancer Action Plan for Kentucky”.  While over a dozen organizations make up the KCC, this one document is the foundation of all efforts.

What is it?

The Cancer Action Plan for Kentucky (CAP) is a practical, working document addressing four main areas along the cancer continuum: Prevention, Early Detection, Treatment and Care, and Quality of Life. Each section contains major Goals; Objectives towards reaching those goals; and suggested Strategies to implement “on the front lines” in regions across the State. The overarching goal of the CAP is to reduce the burden of cancer in Kentucky.

Who wrote it? And When?

  • In 1999, Kentucky was selected by the Centers for Disease Control and Prevention as one of six initial states to use the Comprehensive Cancer Control model/framework in developing the state Cancer Action Plan.
  • The Kentucky Cancer Program, Kentucky Department for Public Health and the American Cancer Society worked closely together towards its development.
  • Following a careful review of other state cancer plans, cancer data, Healthy People 2010, and a survey of 445 cancer control partners to identify cancer control needs/priorities, the first Cancer Action Plan for Kentucky was completed in 2001.

Is it updated regularly?

The Cancer Action Plan (CAP) for Kentucky is a continual work in progress. It is a “live” document, and as needs assessments and data indicate, priority goals and objectives in the Plan will adapt to meet the Commonwealth’s needs.  For example:

  • In 2003, four “Work Groups” were developed around the continuum of cancer prevention and control (Prevention, Early Detection, Treatment and Care, Quality of Life).  These groups reviewed the CAP, updated and prioritized objectives, determining state level, regional level and cross cutting strategies.  The Steering Committee voted to approve the updated CAP in 2005.

Is it able to be evaluated?
Evaluation in Comprehensive Cancer Control measures progress and documents benefits and identifies resources and capacities. The key domains in an evaluation are implementation and effectiveness.

  • In 2004, the Evaluation team reviewed the CAP, and wherever possible, added baseline and outcome measures.
  • The Team meets routinely to review the most current data, and lend guidance to the Steering Committee, Ad Hoc Committees and Regional Partnerships on matters related to evaluation.
